Announce voting

Here you should announce voting of an already discussed and already idea into the DAO.

While we test the DAO. phase1 temporary only authors to submit can submit a proposal, so we ensure it was correctly written and debated in this Forum.

Right now we are doing and testing most proposals at the demo DAO snapshot, so if you have at least 5 DECAs you can try out creating a proposal and at least 10 DECAs to Vote
